The Government directed Ofcom in 2010 to revise the fees for 900 MHz and 1800 MHz spectrum licences to reflect the full market value of those frequencies. The fees are paid by the mobile operators (Vodafone, Telefonica, EE, H3G) who use the bands for 2G, 3G, including voice calls, and some 4G mobile services.

This document sets out our revised proposals for those fees. The proposals build on earlier analysis, following consideration of responses from stakeholders.

Revenue-constrained Linear Reference Prices (LRPs) for each lot type with D1 and D2 lots excluded

The consultation document ‘Annual licence fees for 900 MHz and 1800 MHz spectrum - Further consultation’, published on 1st August 2014, included a table (table A6.7) showing the Linear Reference Prices (LRPs) for each lot type with D1 and D2 lots excluded for the case where the LRPs are not constrained so as to match the auction revenue. Ofcom have been asked by a stakeholder to provide details of the Linear Reference Prices (LRPs) for each lot type with D1 and D2 lots excluded for the revenue-constrained case. These are as follows:
