This document sets out our concluding analysis of the competitive conditions operating in the wholesale fixed analogue exchange line services market in the period up to April 2014, and the measures that we are taking to address the competition issues we have identified. These measures are intended to ensure that consumers do not have to pay excessive prices for these services, and that they have more choice. We published our proposals on these issues in October 2010 ("the Consultation").
