Closing the programme – 17 October 2023

Ofcom is today closing our enforcement programme into compliance with the requirement to pay Ofcom an annual charge for specified geographic numbers, and our three investigations into:

  • TelNG Limited
  • Number Services Limited
  • ETC Telecom Limited

We have decided to close the three investigations on administrative priority grounds. We have made no finding as to the compliance of TelNG Limited, Number Services Limited and ETC Telecom Limited with GC B1.12.

Today, Ofcom is opening an enforcement programme to assess the compliance of communications providers (CPs) with the requirement to pay annual number charges for specified geographic numbers.

CPs are required to pay Ofcom an annual number charge in respect of any specified geographic numbers which have been allocated to them (GC B1.12), calculated in accordance with GC B1.15. This programme will consider compliance with GC B1.12.

Investigations into three named communications providers

As part of this programme, Ofcom is opening three investigations to assess compliance with the requirements under GC B1.12. The CPs subject to these investigations are:

  1. TelNG Limited
  2. Number Services Limited
  3. ETC Telecom Limited

Ofcom’s enforcement programme

Ofcom has reason to believe that the CPs named above have failed to pay annual number charges which they are required to pay to Ofcom under GC B1.12. The investigations will consider, separately, whether each CP has contravened General Condition B1.12 by failing to pay invoices due.
