Our approach

In May 2024, the Media Act received Royal Assent and became law. This legislation is the biggest change to the public service media framework in two decades. It makes changes to Ofcom’s existing responsibilities as the UK’s regulator of broadcast media, – including:

  • Updating the regulatory framework for commercial radio to secure important local content.
  • Ensuring that the UK public service broadcasters (‘PSB’) can deliver obligations, such as quotas, wherever audiences expect them and not just on linear TV.
  • Introducing new duties to secure prominence for PSB content and the accessibility of UK radio through voice assistants.

Since publishing our roadmap, we have been working alongside industry and government to prepare for our new duties. This section of our website will provide regular updates to keep stakeholders informed as we progress our work and act as a home for the consultations and other publications we will be publishing in the coming months.  

Below you will find the timelines we are currently working towards across the different parts of the Act. Where it is possible to do so, we will look to accelerate our timetable and update this webpage accordingly.

In the last month we have published four consultations, as we continue to implement the new provisions in the Media Act 2024.

Consultation: Designation of Public Service Broadcaster Internet Programme Services

In this consultation, we welcome input on our proposed framework and the methods we intend to apply when deciding whether to designate an IPS. We also seek views on our proposed processes for IPS providers to follow when applying for designation, and for Ofcom to revoke designation.

A consultation on the principles and methods we propose to use in making recommendations to the Secretary of State for designating radio selection services.

Consultation: Revised Guidance for Public Service Broadcasters on Commissioning Codes of Practice

In response to the Media Act’s new transparency measure, we are further proposing to make provision in our Guidance to ensure that independent producers are aware of the PSB’s Code ahead of negotiating a commissioning contract with that PSB.

The Secretary of State of Culture, Media and Sport has made commencement regulations which bring Part 5 of the Media Act 2024 into force, as well as a section of Part 1 to allow for our preparatory work on PSB reform.
