This statement concludes Ofcom’s review of BT's PPP charge.

Ofcom concludes that the following wholesale activities should be included in PPP: specific marketing activities; product management; sales and customer management; billing and finance; other activities in support of those listed above; and equivalent PPP activities carried out by BT Wholesale in the provision of narrowband interconnection services to BT Retail.

Ofcom concludes that bad debt (with the exception of bad debt specific to PPP charges), direct marketing expenditure, ad-hoc activities resulting in one off charges and service centre costs should be excluded from PPP.
