Apply for a non-geostationary satellite earth station licence (FSS)

Non-geostationary orbit (NGSO) satellite earth station licences are used to authorise gateway earth stations and user terminals that relay traffic via NGSO satellites that orbit the Earth.

These licences authorise the use of certain frequency bands the Ka and Ku bands allocated to the fixed-satellite service. They can be used to provide several types of service including direct-to-consumer broadband, broadband services to businesses, telcos and governments, and Internet of Things.

An NGSO satellite earth station licence is a term we use for the following two types of licences:

  • Satellite (earth station network) licence – for NGSO use: authorises an unlimited number of user terminals, for example a satellite dish, to connect to the NGSO satellite system.
  • Satellite (non-geostationary earth station) licence: authorises gateway earth stations connecting the NGSO satellite system to the internet or private networks.

How we will assess applications

When considering applications for these licences, we will take account of their impact on technical coexistence and competition. We will also publish and invite comments on applications that we are considering authorising.

We invite comments on any application we have received and published below. The deadline for responses is included alongside each application.

You can submit comments on an application by using the response form from each consultation page.

We will publish all non-confidential responses alongside our final decision on each application. You can subscribe to spectrum email updates (selecting ‘Radio spectrum’ in the list of sectors) to be notified when we publish a new application or decision.

Amazon Kuiper Services Europe SARL (KUIPER-NET-1)

We published Kuiper's application, supporting documents and our initial assessment on 5 September 2024. The deadline for responses is 4 October 2024. We will publish our final decision in due course.

Kepler Communications Inc. (KEPLER-NET-1)

We published Kepler's application, supporting documents and our initial assessment on 22 March 2024. The deadline for responses was 29 April 2024. We will publish our final decision in due course.

NSLComm Ltd (BEETLESAT-NET-1)

We published NSLComm's application and our initial assessment on 29 January 2024. The deadline for responses was 29 February 2024. We published our final decision on 1 August 2024.

Rivada Space Networks GmbH (RIVADA-NET-1)

We published Rivada's application and our initial assessment on 19 October 2023. The deadline for responses was 16 November 2023. We published our final decision on 1 March 2024.

Telesat LEO Inc. (TELSAT-NET-1)

We published Telesat's application and our initial assessment on 24 June 2022. The deadline for responses was 22 July 2022. We published our final decision on 10 November 2022.

Mangata Edge Ltd (MANGTA-NET-1)

We published Mangata's application and our initial assessment on 20 September 2022. The deadline for responses was 18 October 2022. We published our final decision on 9 February 2023.

Starlink Internet Services Limited – licence variation request (STRLNK-GAT-2)

We published Starlink’s application, supporting documents and initial assessment to increase the number of antennas on four of its gateway earth stations (Fawley, Wherstead, Woodwalton and Isle of Man) on 26 April 2024. The deadline for responses was 31 May 2024. We published our final decision on 1 August 2024. 

Starlink Internet Services Limited (STRLNK-GAT-1)

We published Starlink's applications, supporting documents and our initial assessment for six gateway earth stations (Bristol, Fawley, Hoo St Werburgh, Morn Hill, Wherstead and Woodwalton) on 21 June 2022. The deadline for responses was 19 July 2022. We published our final decision on 10 November 2022.
