Executive summary

Introduction

1.1 This is a joint consultation between Ofcom and the Association for Television on Demand (“ATVOD”), the body that Ofcom designated on 18 March 2010 as the coregulator for VOD editorial content. The purpose of this consultation is to consult on options for the setting of regulatory fees for on-demand programme services (“ODPS”) for the period 1 April 2011 to 31 March 2012 (“Year Two”). ODPS are defined in section 368A of the Communications Act 2003 (“the Act”) and are subject to regulation by Ofcom and ATVOD.
