In 2004 Ofcom consulted on proposals for establishing a co-regulatory system for training and the development of skills in television and radio. These proposals are a joint initiative between Ofcom, television and radio broadcasters, and Skillset (the Sector Skills Council for the Audio Visual Industries).

Sixteen responses were received to the consultation. The general tenor of the responses was encouraging. Most were strongly supportive or expressed qualified support while putting forward suggestions for improvement or expressing concern on specific issues.

The Ofcom board considered the responses in December and agreed to move ahead with implementing the proposals in conjunction with broadcasters and Skillset. A number of changes to the proposals have been agreed or are being considered in the light of the consultation.
