This document invites applications for changes to the coverage of existing community radio services. Community radio services can apply for an improvement to existing coverage within the current licensed coverage area or, in specific circumstances, for an extension of the licensed coverage area.

Ofcom is required to ensure that local commercial radio stations provide an appropriate amount of programmes, including local material, and locally made programmes. Ofcom is also required to provide guidelines as to how these requirements should be met.
