Non-geostationary orbiting (NGSO) satellite systems are a new way of delivering broadband services from space using a constellation of satellites in a low or medium Earth orbit. These satellite systems have the potential to deliver higher speeds and lower latency services.

Ofcom received an application from Kepler Communications Inc. (Kepler) for a NGSO network licence for its NGSO system. This application is to cover its user terminals. We have not received an application for any gateways to date. Details of this application (reference: “KEPLER-NET-1”) can be found under the Applications received section of our website.

Kepler is targeting the enterprise market, proposing to support a host of applications, from store and forward-based IoT services to real-time data transfer services when the network reaches full deployment.

This consultation sets out Ofcom’s proposal to grant a NGSO network licence to Kepler for its constellation. We invite comments on our proposal by 29 April 2024.

We will consider any responses to this consultation before reaching a final decision on whether to grant a licence to Kepler.
