Proposed direction specifying the fair and reasonable charge that BT may apply for MPF Rental provided at SML1.

This document contains a notification of our proposal to use our direction making powers to specify the fair and reasonable charge that BT may apply for an important local loop unbundling service which is used by telecoms providers to supply broadband to retail customers. The proposed direction will apply in the period prior to the introduction of new regulation on which we are consulting in our review of the wholesale local access market.

This draft statement sets out the conclusions of our wholesale local access market review in relation to the UK excluding the Hull Area.

We've published an update on the pricing arrangements for certain wholesale services provided by BT (PDF, 84.7 KB), during the period after the expiry of existing charge controls, and before the implementation of any new controls. 

On 31 March 2017, the charge controls set in the 2014 Fixed Access Market Reviews expired. We are presently consulting on new charge controls in the Wholesale Local Access (WLA) market review, to apply from 1 April 2018.

Openreach has now confirmed that it will reduce its charge for MPF SML1 to £84.38, effective from 1 July 2017. Read Openreach’s letter setting out its position (PDF, 230.9 KB).
