Update on the replicability of BT's retail low bandwidth digital leased lines
On 23rd June 2009, Ofcom published a consultation on Replicability and the regulation of BT’s retail low bandwidth digital leased lines. This review was subsequently suspended pending the outcome of the Leased Lines Charge Control appeal.
In light of this delay and recent developments in the relevant market, Ofcom now considers that the most appropriate way of proceeding is to reconsider regulation of this market as part of the ongoing Business Connectivity Market Review (BCMR). In reaching this view, we have also taken account of the responses by stakeholders and comments by the European Commission to our July 2009 consultation.
Ofcom aims to publish its consultation on the BCMR by the end of 2011. This review will consider the whole market for leased lines and backhaul capacity, an essential input into mobile and broadband services.
