The Metering and Billing Direction is a technical standard set by Ofcom under which communications providers are assessed by Approval Bodies to ensure that they bill consumers accurately. Larger providers of voice services are required to have their billing systems approved under the Direction; other providers may seek approval voluntarily.

Section 49 of the Communications Act 2003 places an obligation on an Approval Body to enter into a formal period of Notification when it is proposing to give, modify or withdraw an Approval of a Communication Provider’s Total Metering and Billing System (TMBS).
