Summary

On 17 January 2023, the PSA opened an investigation into whether the premium rate service provider, S P Two Ltd, had failed to comply with the regulatory obligations under the PSA’s Code of Practice 2021 (Fifteenth Edition) and the PSA’s Code of Practice 2016 (Fourteenth Edition).

Regulation of Premium Rate Services Order 2024 (the “PRS Order”)

As of 1 February 2025, Ofcom has taken over the responsibility for regulating premium rate services from the Phone-Paid Services Authority (PSA) in accordance with the Regulation of Premium Rate Services Order 2024 (the “PRS Order”). Further details can be found in our statement ‘The future regulation of phone-paid services’ (here) which set out Ofcom’s decisions to effect to transfer the regulatory functions of the PSA to Ofcom.

The PRS Order contains transitional arrangements, the effect of which is that any open PSA investigation was transferred to Ofcom on 1 February 2025.
