BBC requests Ofcom consent for Wimbledon 2013 coverage

Consultation published: 13/06/2013
Consultation closes: 19/06/2013

Ofcom has received a request from the BBC for consent to broadcast live coverage of the 2013 Wimbledon Championships. This tournament commences on Monday 24 June and ends on Sunday 7 July 2013. The BBC plans to broadcast coverage on its terrestrial channels (BBC1 and BBC2), and on digital terrestrial services accessible through the red button.

The Broadcasting Act 1996 (the ‘1996 Act’) empowers the Secretary of State to designate key sporting and other events as 'listed events'. The purpose of these arrangements is to ensure that key sporting events are made available to all television viewers, particularly those who cannot afford the extra cost of subscription television. Listed events are categorised either as Group A or Group B events under Ofcom’s Code on Sports and Other Listed and Designated Events (the ‘Code’).

Finals played in the Wimbledon Championships are Group A listed events. which means that The rights to broadcast live coverage must have been offered to both categories of broadcasters specified in the 1996 Act: those providing services which are free to air with national or near national coverage (the ‘first category’; currently BBC One, BBC Two, ITV1, Channel 4 and Five) and those providing all other television services (the ‘second category’).

Other matches in the Wimbledon Championships are Group B listed events. which means that Broadcasters providing television services in the ‘second category’ (as defined in the Code) must have been given a genuine opportunity to acquire the rights to broadcast highlights or deferred coverage of the event.

Ofcom is now inviting broadcasters and other interested parties to comment on the BBC’s request. Comments should be sent to Jane Eldridge, Ofcom, Riverside House, 2a Southwark Bridge Road, London SE1 9HA (email: jane.eldridge@ofcom.org.uk) by Wednesday 19 June 2013. Unless confidentiality is requested, all comments will be available to view on Ofcom’s website after the consultation has closed.
