Annual licence fees for 900 MHz and 1800 MHz spectrum: Provisional decision and further consultation

The Government directed Ofcom in 2010 to revise the fees for 900 MHz and 1800 MHz spectrum licences to reflect the full market value of those frequencies. The fees are paid by the mobile operators (EE, H3G, Telefónica and Vodafone) who use some of the spectrum to provide 2G and 3G services, including voice calls, and some for 4G mobile services. 

This document sets out our provisional decision on those fees and consults on whether, and if so how, the geographic coverage commitment made by the mobile operators should impact those fees.

This document provides an update on the German auction for the award of licences for the 700 MHz, 900 MHz, 1500 MHz, 1800 MHz and 2100 MHz bands, which concluded on 19 June 2015.

Ofcom considers that this auction provides relevant evidence for the purposes of estimating the market value of the 900 MHz and 1800 MHz licences in the UK.

If stakeholders wish to submit comments on this new information and Ofcom’s initial analysis, the closing date for submissions is 7 August 2015.
