In this paper, we set out how a widely used evaluation framework could be applied to assess the impact and effectiveness of online safety measures. We also provide an illustrative example of what such an evaluation might look like in practice. We hope this paper will generate a discussion on the frameworks for evaluating online safety measures amongst services, academics, civil society organisations and the broader trust and safety and online safety expert community.
