Ofcom’s public interest test report to the Government on the completed acquisitions by International Media Company of shares in Lebedev Holdings Limited and by Scalable Inc of shares in Independent Digital News and Media Limited has been published.

On 27 June 2019, the Secretary of State issued a Public Interest Intervention Notice, requiring Ofcom to report on the effects of the transactions on the need for (a) accurate presentation of news; and (b) free expression of opinion, in newspapers.

Our report advises that a reference to the CMA is not warranted on either of these grounds.

The Government has today published Ofcom’s report, alongside a further statement.
